TRAMWAY REGULATIONS.
The Government is likely to derive as much satisfaction from the regulations just issued- under the Tramways Act, as it did (from the notorious dairy regulations three years ago. In each .case the intention has been good, but the execution shockingly bad. The Government has every right tto protect the travelling public against the negligence of private monopolies. In. doing so, however, it must not attempt to override the powers of municipaHties. The regulations just issued are likely tc prove embarrassing to the local mthorities in (the larger cities, xhiAi control the tramway systems. They will entail an enormous, and, in oases, unnecessary expenditure. This could all have been avoided had Minister® exercised a little common sen *e and business tact in framing the regulations.
