ARBITRATION TREATY.
HOW JAPAN IS EFFECTED, PUBLIC INTEREST AROUSED. (Received Last Night, 11 o'clock.) LONDON, July 13. The London Times states that public interest is beginning to be aroused both in Japan and America by the effect of the Anglo-American Arbitration agreement upon the British-Jap-anese alliance. The existing. alliance was incomparable in form, if not fact, to any general arbitration treaty between Britain and a third power. It would be difficult to modify any alliance, obviating incogruity, without raising the whole question of revision.
