He was confident that diplomacy would find a solution, but the Government would duly protect its own interests, and would fulfil treaty obligations with France. Some newspapers published details of a secret treaty between France and Morocco whereby France, for five years, guarantees the sovereignty of the Sultan and undertakes to provide sufficient troops to keep the revolutionaries ir subjection. After five years the Sultan is to organise local Government assisted by a French councillor. France provides a, loan, and the Sultan is free to conclude other international treaties, provided he first submits his intention to France. Germany notified all the signatories to the Algeciras Agreement simultaneously of the Panther's arrival at Agadir. TANGIER, July 6. In accordance with the Algeciias Convention, the authorities at Agadir lately declined to allow several Europeans', including Germans, to acquire land. The Panther will shortly be replaced by a. cruiser equipped with wireless apparatus. PARIS, July 6. The report of the alleged secret treaty with Morocco is fictitious. BERLIN, July 6. Notice of a question has been given in the Wurtemburg Cbaml)er, asking whether the Foreign Affairs Committee of the Federal Council was summoned before the Warship was de-. spatched to Agadir, and whether the Government was satisfied that its action did not endanger its relations with other powers.
