Panther may have an effect upon the Emperor's telegrams. LONDON PRESS COMMENTS. Received This Morning, I.B'o'clock. LONDON, Jtuly 3. The Times states that while regretting that the step is oalcilated ; tb lead to a bad interpretation., if declines to take the visit of a gunboat to a desolate Moroccan port too seriously. It suggests that the demonstration is intended to. divert attention now that .'the general /election 'is' approaching, and it is perhaps deemied expedient to appeal to the Chauvinists by a little gentle rattling of the sabre beforehand. The Chronicle fears that the inter - vention will have a disturbing "fleet upon the international situation, which, except foa'-t'he internal troubles affecting Turkey, have long teen unruffled. It considers that 6< j- | many'is profusion of assurances and pretence of a large commercial stake is not very convincing. Britain unreservedly acknowledged Franje's predominant interest in Moro.'ca, and Germany had long been itching for a "finger in the Moroccan p:e." Spain and Germany were acting as though a partition was impen-ling, but Band would still be in the saddle if ?. a partition came'. Britain would have something to say. Selfrestraint,on all sides was necessary to prevent the situation from developing in an ugly way. Sir Edward Grey's, influence is assuredly extended in favour of a just and'pacific settlement.
