THE BLACK PAMPHLET.
In the absence of anything approaching a policy, the remnant of the "Liberal" Ministry in New Zealand is stumping the country and endeavouring to besmirch the political characters of the leaders of iflie Opposition. At Stratford the other day, the (Hon. G. Fowldis told his audience how Mr Buchanan had, voted the old age pension sehbme, and, Mr Massey had declaim--ed iagaaiisit cheap money. He waxed eloquent as ho declared that the Opposition hiad tuot mad© tthe slightest attempt to repudiate Me notorious "Black Pamphlet." All of this is very nice in its way. It is the sort of pabulum on© expects from a party which is politically bankrupt, Ministers cam/ isee that the love between the electors and themselves is being dissemlbled, and they are. beginning to ask, "Why did you kick me downstairs ?"
