THE OVERSEA DELEGATES. PATRIOTIC SPEECHES. United Press Association —By Electric Telegraph—Copyright. (Received June 20, 10.30 a.m.) LONDON, June 19. At the Parliamentary Committee's welcome to their Oversea guests, Lord Rosebery concluded an eloquent speech by referring to the blessed union which existed owing to a great Empire and a great Republic joining hands to discourage war. Nevertheless, he said, it was certain that thorough preparations for war must precede the hope of anything like general disarmament. Sir M. Bowell, Mr Molteno and MiRhodes responded. Sir Wm. Lyne proposed the toast of "The Imperial Parliament." Lord Curzon and the Hon. A. Emmott responded. The Lords and Commoners welcomed at a luncheon fifty-four oversea .Parliamentarians. Sir Wilfrid Laurier, Mr Fisher and Sir Joseph Ward were present. Lord Rosebery, who presided, proposed the toast of "Our Guests." He referred to the unique gathering of Parliamentarians of the Empire, come to do homage to the source of all Parliaments, in a historic Hall, on such an inspiring occasion. It was lawful to dream dreams. Did they not see in the Imperial Conference the germ of a mightier Council, representing their aspirations for a united Empire in a defined and permanent form, becoming the most august Parliament the world had ever seen, while not impinging in the slightest on tha domestic affairs of each other? He.did not believe that the realisation of that dream was remote. "The cause is marching with great strides,'/ Lord Rosebery said, "and some day we will wake and find ourselves for Imperial purposes a Federated Empire." ■
