A MOTION RE-AFFIRMED.

LONDON, June 16

Speaking at the Imperial Conference on the proposal of Sir Joseph Ward in regard to universal penny postage, the Hon. Herbert Samuel, Postmaster-General, showed that the average cost of handling each letter and reply to the different parts of the Empire was one penny and one-sixth. It would take fourteen years to recoup the loss incurred in exrtending the penny post to the United States.

Sir Joseph Ward thereupon substituted his 1907 resolution, which was re-affirmed.
