GOVERNMENT GRANTS.
Sam© years hack the Government of New Zealand', in its wisdom, decided that grants made from the consolidated revenue for the construction of roads and Abridges could he imore economically expended by the employment of 00-operative labour than through the local authorities. That decision has evidently been revoked, for this year the 'Public Works Department, in inviting applications from County Councils for grants, asks if t!be local authorities will undertake the expenditure of the grants when made. It is clear that the cooperative system, so far as small undertakings are concerned, has proved a costly failure.
