(Received Juno 1, 11.40 a.m.) NEW YORK, May 31.

Mr Roosevelt, at the Memorial Day celebrations, denounced the false apostles of peace, declaring that there was need for a powerful United States navy.

He firmly believed in national and international peace, but only as the handmaiden of justice. He wanted peace with every nation, but could not see why there should be peaco if other nations act in a manner to rob America of her selfrespect.

He knew that the United States would never arbitrate over the Monroe Doctrine, or the question of Asiatic immigration.

They warned the country not to enter an international peace agreement unless they were clear on such points.
