Morrison, of Masterton, described the machinery for electing harbour boards as cumbersome, extravagant, and a gross waste of public money. _' It was, he said, a very poor compliment to the local bodies to say that they were not competent to appoint a representative to the harbour boards. Mr D. Howie declared that the new system almost meant buying votes. The cost of the harbour board election in Pohangina was £2O 10s. and the number of votes recorded 102. Wilson, president of the conference, strongly supported the suggestion that the old order of things should be revered to.
