THE PROPOSED PEACE TREATY,

SPEECH BY SIR EDWARD GREY,

United Press Association—B? Electrh I Telegraph—Copyright. \ (Received May 26, 8.5 a.m.) LONDON, May 25. Lord Roberts presided at a banquet to the Premiers at the Savoy. Sir Edward Grey dwelt on the enthusiastic tone in regard to the projected Anglo-American Arbitration Treaty, and said the success of such a treaty must be dependent on the absence of any possibility of conflict of the national policies of the f two parties thereto. This condition ■was assured. Secondly, there must be between the two Governments confidence in each other's reasonableness and goodwill. "The history of the last few years shows that reasonableness and goodwill were characteristic of all negotiations between us,"'said the speaker. "If it is true that the proposed treaty merely seals a satisfactory state' of tilings already existing, let us seal it. If not, it would be like, the unprofitable talent wrapped up in a napkin. If it bo sealed, people in other countries will be asking whether they too could not do likewise. This will lead to the sifting and weighing of causes of differences between the j nations and with progressively favourable results." He added: "We will rejoice if Mr Taft's initiative leads directly or indirectly to'beneficial consequences to others." TOKIO, May 25. It is officially stated that Japan _is prepared to participate in negotiations for a general arbitration treaty with the United States. j
