LONDON, May 19,

The Right Hon, A. J. Balfour, Unionist leader, speaking at Newcastle, suggested, that, as the Government was indisposed to accept Lord Lansdtfwne's Bill for reform of the House of Lords, it should produce its own reform at its own time. Meantime, said Mr Balfour, the Government should give a guarantee that Home Rule would not be passed without consulting the people by referendum.
