LONDON. May 19. In the House of Commons, the Post Office estimate were considered. Tlio Hon. Mr Samuel. Postrnaster,General, stated that Mr Bertram McKennal had designed the majority of new stamps. It was impossible, he said to leave the cable rates permanently uncontrolled, and at the discretion of Companies. He thought, however, that the legitimate interests of tlie Companies should be safeguarded. His policy was to secure the control of the cable services through licenses empowering the Companies to land cables. These licenses in future would provide that objection could be taken to excessive rates. He intended inaugurating a system of farmers' telephones at a cost of £3,000,000 annually.
