DIAZ REFUSES TO RESIGN.
REBELS ESTABLISHING GARRISONS. (Received Last Night, 5.5 o'clock.) WASHINGTON, May 13. The United States Government does not proposo to interrupt legitimate commerce with the American States now in the hands of the rebels, but, with a view to preserving American neutrality, all trans-frontier shipments will be carefully examined. Cabinet is stib" undecided whether it will recognise the belligerency of the rebels. MEXICO CUT, May 13. It is stated officially that President Diaz refuses to resign the Presidency while the country is in the present state of unrest. When peace is restored he will resign. If the :ebels will not receive such a declaration, nothing further can bo done in the direction of peace. The rebels are organised in the States of Sonora and Chihuahua under General Madera's Presidency, and are appointing State Governors and establishing garrisons. It is reported that the iebels. in retreating froji. Agua Prieta shelled two -tillages, killing many of the inhabitants.
