LORD LANSDOWNE'S PROPOSAL. United Press Association —By Electric Telegraph—Copyright. (Received May 9, 9.35 a.m.) LONDON, May 8. Lord Lansdowne proposes a new House of Lords, constituted thus: 100 Members elected by the liferei ditnry peers. 100 Members nominated by the Crown through the Prime Minister. 120 Members elected by \ outside constituencies. 3 Princes of the Blood Royal. - 2 Archbishops. 5. Bishops elected by the entire Eoiscopal Bench. 16 Law Lords and Appeal Judges. 346 Total membership. The 320 first referred to above to hold office for twelve years, one fourth retiring every third year. Seats will also be found for the 26 other members mentioned.
