COUNTY FRANCHISE.

Will some good, kind student of political economy tell us why the universal franchise is good 'for thg towns and bad for the country? Will he adduce a logical reason why ratepayers in municipalities should be restricted to one vote, whilst those in the Counties have a plurality of votes? To the layman, the position seems irreconcilable. Possibly, if political students cannot afford a rational explanation, the Democratic Government which bias winked at the anomaly may >be aiblo to throw some lighit upon it. Prima faoie there is something wrong.
