The newspaper "Imperial" declares that the conduct of France in Morocco has reached a stage requiring immediate explanation in order to .secure peaco and reassure the Powers. It emphasises the German semi-official communique, which shows that- no apprehension now exists for the safety of Europeans at Fez. France is there-foi-e deprived of this pretext foij her continued mobilization.
