CAMBRIAN DISPUTE.
PROPOSED ARBITRATION. (Received Last Night, 9.35 o'clock.) LONDON, May 3. Coal-owners in South Wales have declared that the proposals of the Miners' Federation in tlie Cambrian dispute should be referred to arbitration, on the ground that they are opposed to the fundamental principles of the Conciliation Board. The owners have agreed to hold a conference of four members from each side, to consider a settlement.
