TO PASS UNCHANGED.
SPEECH BY POSTMASTERGENERAL.
(Received May 1, 9 a.m.) LONDON, April 30. In a speech at Newcastle, :he Right Hon. Herbert Samuel, Post-master-General, said the Govf.r'inK-nt had resolved that the Parliament Bill should be passed unchanged. A One-man-one-vote Bi.'l r.nd « Home Rule for Ireland Pill would immediately follow. The Parliament Ball would be used' to facilitate a very necessary complete reform of the House of Lords. The Postmaster-General said he was quite convinced that the courtry would not support a single chamber Government public opinion would become so nervous that Conservatism would be greatly strengthened at the elections.
