EMIGRATION FROM SCOTLAND.
DRAINING THE MANHOOD. (Received Last Night, 9.55 o'clock.) LONDON, April 24. The Master of Elibank, in a letter to the Midlothian Liberals, says that the census figures show that the heavy from the Scotch rural districts is draining the manhood, which is in moral danger. He suggests the extension of the provisions of the Scottish Land Bill.
