MEXICAN RISING
THE PEACE NEGOTIATIONS. NOT A FAILURE. (Received April 24, 9 a.m.) WASHINGTON, April 23. It is stated that there has been no failure of peace negotiations in Mexf ioo. Although General Madero, the \ revolutionary leader, recently denied any intention to seek an armistice, he to-day formally advised Senor Gomez, the rebels' confidential agent *t Washington, that he would agree to proposals made by a third party favouring the suspension of hostilities with a view to the adjustment of differences. The Diaz Government has agreed to these terms, and negotiations for a settlement are in progress. Neither side admits that it made any overtures.
