Fot a variety of reasons, the system of free school books has not been a success. One is that, in many cases, th<- readers are not allowed to be taken home, and another (contingent upon the first) is that the vast majority of parents prefer children to have their own books. The opinion of the Otago inspectors is definite enough: 'in our. opinion the grant has not been beneficial to the educational well-being of the pupils, nor has it afforded much pecuniary relief to parents, for upwards of 90 per cent, of the pupils have obtained books for themselves. When the system was first introduced we suggested that a grant would be most advantageously used in the purchase of stationery, drawing books , , . continuous readers, and ....

teachers throughout the Dominion are now advocating the same procedure. Where the pupils are not allowed to take home the books, especially the readers, there is a distinct educational loss." This communication, together with a resolution from the Head Masters' Association, was forwarded to the department by the Otago Education recently.
