ARRESTS CONTINUE.
TACTICS OF THE RIOTERS
CARDINAL ARCHBISHOP'S LETTER.

' PARIS, April 18 The arrests at continue.
Troops are pouring into the town.The rioters' new tactics consist of descents in bands, numbering a few hundred, upon villages where the champagne depots are unguarded. -he Cardinal Archbishop of Rheims, in a pastoral letter, acknowledged that there had 'been widespread suffering due to the. vintage failures during the, past three years. He deplored the violence the vigneroiis had resorted to, to draw attention to their grievances. During the ; incendiarism at Ay, on Wednesday last, the wind drove the smoke into the cellars, where the rioters smashed 10,000 bottles. Several of the rioters were asphyxiated. WHOLESALE RESIGNATION. (Received April 18, 9.20 a.m.) PARIS. April 17. There have been wholesale resignations in municipalities in the Aube district. The administration is, in conseat a standstill, and urgent official correspondence remains unopenad. Deaths and births are unregistered, and marriages are not celebrated.
