CARE OF INFANTS.
THE VETO BILL
(Received Last Night, 10.25 o'clock.) LONDON, April 12. In the House of Commons, Dr. Addison's Bill, providing for the giving of instruction in hygiene in elementary schools, and teaching girls in the care and feeding of infants, has been read a first time. The mover stated that of the 150,000 children who died annually under five years of age, 50,000 of the deaths were due to parental ignorance. Mr G. Cave, Unionist M.P. for Surrey, moved an amendment to a sub-section of the Veto Bill, proposing that instead of the Speaker deciding whether the Bill is a Money Bill, fbe matter be decided by a joint commi'tee, composed of seven members of each House, with the Speaker presiding and having the casting vote. This was negatived by 253 to 180. Mr C. Woot ley's amendment that the Speaker's certificate declaring a Bill a Money Bill should accompany the Bill to the House of Lords, was accepted.
