THE PARLIAMENT BILL
SCRIMMAGE- IN THE LOBBY. (Received This Morning, 1.-1 o'clock) LONDON, April 6. Slow progress is being mads in the House of Commons with the debate on the Parliament Bill. Mr Hillier's amendment that the Lords have power to move amendments to Money Bills was rejected by 2b. to 199. Mr Winston Churchill admitted that the Australian Second Chamber had the power, but it was constituted on a popular basis. There was a possibility that when the Lords was re-constructed the Government would re-consider the point. The closure was constantly moved. The Opposition's irritation resulted in a slight scrimmage. In the division lobby there was much pushing, and tall hats were thrown off.
