SHIPPING AND SEAMEN ACT.

The Royal Assent has been given to the Shipping and Seamen Act Amendment Act, 1909. The' Act'reduces the time required for qualification as an A.8., and further provides that no A.B. shall be employed on a British ship who does not understand English. It also provides, inter alia, for the Governor-in-Couucil to matae regulations for the carriage of wool, hemp, and similar combustible cargo, and to make regulations for ships to carry wireless telegraphy. It provides that all vessels over 1000 tons gross shall carry a certificated cook. It further imposes an annual survey on a)l vessels over five tons register.
