HERR HOLLWEG'S SPEECH.

LONDON, April i. The Times says that Herr von Bethmann Hollweg's speech on the question of the limitation o£ armaments is not unfriendly to England. It is, according to the Times, remarkable equally for its commonsense and its clear-cut reasoning, and must dissipate the illusions concerning the practicability of the lim* itation of armaments. Other newspapers declare,chat, as overtures for more peaceful and happy relations have met with a rebuff, there is no choice but to arm or go under. ±ARIS, April 1. The "Journal des Debats" declares that Herr Hollweg politely bows President Taft and Sir Edward Grey out of court. The "Debats" quotes Herr Hollweg's remark that the weak must always be a prey to the strong. It adds: "No sentimentality and no combination of dreamers can ever surmount teat eternal verity." BERLIN, April 1.
