THE MONTENEGRIN CONTENTION A SENSATION. (Received March 31, 9 a.m.) CONSTANTINOPLE, March 30. It is evident the policies of the Turkish and Montenegrin Governments regarding Albania are in open conflict. Montenegro contends that an autonomous Albania, under the suzerainty of Montenegro, is the only rational policy. Shefket Pasha, Turkish Minister for War, in a speech in Parliament, declared that an independent Albania, could not exist without Turkey, whilst Turks also realised that they could not remain in Europe without the support of the Albanians.
