A FLOATING DEBT.
THE 'SOUTH AFRICAN STATES. - (Received March 30, 9 a.m.) CAPETOWN, March 29. A Floating Debt and Public Works Bill has been introduced in the Union Parliament. The measure authorises loans 1 not exceeding £19,100,000 to provide for the redemption of the floating debts of Cape Colony, Natal, and Orange, R>er Colony,'amounting to £9,700.- " OOQ. '' The Bill also provides that surplus /revenues at the date of union shall ' ,be' devoted to the States' debt redemption,
