A MINISTER'S DENUNCIATION.
"RECEIVING STOLEN GOODS."

In the House of Commons, Mr S. J. G. Hoare, Unionist member for Chelsea, initiated a debate on the circular issued by the divisional inspectors of the Education .Department, deprecating the appointment of ex-elementary teachers as local inspectors, suggesting that they arc uncultured, imperfectly educated, and claiming that inspectors should be educated at Oxford aid Oam_ bridge Universities or public schools.
The Hon. W. Runciman, Minister for Education, said he did not know of the issue of the document, which was confidential and merely a Chief Inspector's opinion.. He accused Mr Hoare of raking out the waste paper baskets of. the White Hall, or receiving stolen, goods. The Hon. A. J.- Balfour, Leader" of the Opposition, denounced Mr Runciman's violence, and invited him to apologise to Mr Hoare.
