THE RECIPROCITY PROPOSALS.
NO QUESTION OF FREE TRADE

OTTAWA, March 16
In reply to questions, Mr W. S. Feilding, Minister for Finance, stated in the Canadian House of Commons that no freetrade proposals had been made to or by the United States during the reciprocity negotiations. The Canadian representatives had at the outset announced that they were not prepared to include manufactures.
NEW YORK, March 16
Mr John v Osborne, Uhief' of the United States Bureau of Trade Relations, estimates that Canada's imports during 1917 will bo 65 per centum American.
