A TEMPORARY EXPEDIENT.
PARLIAMENTARY COMMITTEE

Dr Frederic Harrison, the wellknown Positivist leader and writer, in a letter to the Times, suggests that until a permanent Upper House has been evolved, a temporary expedient might be found in the formation of a .Parliamentary Committee of seventy-five members selected from the, PrivyvCoiuicil—and' excluding royal or clerical councillors and to arbitrate 1 ; with'' ?&r gard to conflicts between the. House of Commons and the House .of Lords.
•-..Dr Harrison, argues .that- every Privy Councillor who does not belong to either House would be emphatically independent and moderate. He adds : ' 'The' committee suggest: ed would resemble the ~ Supreme Coiirt of the United 'States, which acts judicially in -protecting' the con-' stitntion."- '. v
