Panic conditions exist in Northern Mexico. The insurrection is spreading.
Several town's are being besieged.
There is much lawlessness in Lower California.
Galveston, Texas, is under martial law. There liaye been riots there between the Mexican and Negro sec-, tions.
Developments are expected showing a Japanese factor in the trouble.
