INSURGENTS CAPTURE A TOWN

MEXICO CITY, March 9
A hand of insurrectionists in Lower California captured Mexicali intending to make it the capital of a Socialistic republic. Federal troops were despatched to the scene. It is now learned that the dissensions are so great amongst the insuigents that they will not defend the town. . • MaYiy Americans aided the insurgents. FOREIGN INTERESTS AFFECTED. GERMAN PRESS ACCUSATION. LONDON, March 9. The Washington correspondent of The Times says the mobilisation of United States troops on the Mexican frontier is the outcome of-long existing disquiet regarding the possibility of the death of President Diaz, an event which would be the signal for turmoil affecting foreign interests. It is hoped the presence of troops on the frontier will act as a deterrent on the revolutionaries.
A fairly accurate computation shows that 47 million pounds of English and sixty-six million of. American capital is invested in Mexico. The Berlin Post accused the United States of utilising the Mexican difficulties to reneat the piratica l exploits of "Texas Bill."

The mobilisation of United States troops on the Mexican border is believed to be because the revolution is l)eyoncl control. The British Minister at Washington admits asking the United States to protect British interests if thev are in any danger. He says he will act if necessary.
•President Diaz-is reported to be in excellent health.
