GOVERNMENT BY FACTION.
Thy attitude of the British Governin. jit in respect to Home Rule for Ireland is already producing a somewhat alarming effect. ' A cable received yesterday stated that the Welsh members of the House of Commons were severing themselves from the official Liberal Party, and were forming themselves into a Nationalist Party. The same thing may be expected to happen with the Scottish members. The Government will' then be at the mercy of at least four factions, which may demand whatever legislative concessions they choose, with every hope of success. What the culmination of- this form of legislation will »e, only those who appreciate the devious processes of Party government can imagine.
