THE RECIPROCITY BILL.
AN EXTRA SESSION

LONDON, February 28. The Pall Mall Gazette'says it appears to be settled that an extra session of the United States Congress will be necessary to pass tho Reciprocity Bill through the Senate. This is a grave blow to President Taft's hopes, as much depended on tho rushing through of the agreement before Canada had time to digest it. "The hostility to tho agreement is deepening in tho Dominion ; reciprocity is," concludes the Gazette, "becoming rather cold porridge."
