His appeal for unity on the basis of appeasement and tolerant, reasonable work of secularisation was misunderstood, in some quarters, and.r.distorted in -others. This prevented the realisation except in the hands of another Premier, of ithe most comprehensive and boldest programme of political, fiscal,, and. social reform ever submitted to Parliament. ......
