JAPAN AND THE STATES.

STRONG OPPOSITION

NEW YORK, February 23

in political circles in Washington there is developing a strong opposition to the new trade treaty between the United States and Japan, which omits all immigration restrictions, America leaving to Japan's national honour the enforcement, at her own ports of restrictions now enforced at the ports of the United States. The Senate debated the matter hotly, consequently the treaty was not ratified to-day.

Tt is expected that the treaty, hecause of the absence of immigration restrictions, w illbe opposed by Western Senators.

SECOND ATTEMPT FAILS

NEW YORK, February 24

A second attempt made in the Senate to ratifiy the Japanese Treaty failed, Senators being wishful for time to consult their home States.
