GERMAN AND UNITED STATES. LIMITATION OF ARMAMENTS. (Received Last Night, 10.10 o'clock.) . BERLIN, February 21. In the Reichstag, Herr Schrader, in a speeclf on the Navy Estimates, said that Britain was now convinced of the acceleration of the German navy. It was nmtrue that Germany was either in a position to attack or desired to attack England. The whole naval hullabaloo was a weapon in the hands of the English Opposition. The German fleet was solely for Home defence. Trade was not made by a warship, but through its own activity. The question of the limitation of armaments would be raised when the Chanestimates were considered. Admiral von Tirpitz corroborated Herr Schrader's definition of the Navy's objects. Received This Morning, 12.15 o'clock. NEW .YORK, February 21. It has been proposed to increase the Navy by two Dreadnoughts, eight destroyers, and four submarines. A fight in favour of a decrease in the programme is likely to be waged in the Senate. *
