Hie method under which the Managers ,of. the Masterton. Technical School are appointed can hardly be regarded as satisfactory. Under the regulations of the Manual and Technical Instruction Act, the power of electing Managers, is conferred upon contributing bodies. As the Borough Council and Trust Lands Trustees are the only contributing bodies, in Masterton, it would appear that they are entitled to elect the whole of the Managers. The proportion to be elected by each body does not, however, seem to have been fixed. To avoid 1 difficulty, the proper method to adopt is to ask the Minister for Education to determine how many Managers each body shall elect. '
