RAILWAY REVENUE.
The Minister for Railways has announced in Christchurch that the railway revenue is already £200,000 ahead of what it was for the firsiten months of the last financial year. This may be taken as evidence of the growing prosperity 1 of the Dominion, It has, of course, no bearing whatever upon the' administration of the Railway Department. The test of administration is to be found in the excess of revenue over expenditure, and in the running of the services to suit the puhlic re-quu-em-ents. As the Minister has not stated in what ratio the expenditure has increased, it is im-. possible to express an opinion concerning the success or otherwise of his administration in this respect. Judged by the running of the services to suit public requirements, the past year can only bo pi'onounced one of the ugliest failures in the history of the Dominion: '
