PARTNERS IN BUSINESS.
The Employers' Association of Napier has protested against clause 13 of the Shops and Offices Amendment Act, which, in the desire to get at the Chinese trader, was ' rushed through Parliament last session without its full effect being considered. The clause reads as follows:—"Every shop shall be registered by the occupier thereof with "the Inspector of Factories in the "name of one person as occupier, "and, except in the ease of a hus"band or wife, as.the case,may be, "any other persons engaged in the "ibusiness of the shop shall be "deemed to be shop-assistants." Obviously, under this clause, a partner other than the person registered, be h>i European or Chinaman, could not work after hours without being paid: overtimed The restriction is absurd.
