♦- - DECLARATION OF LONDON. RATIFICATION POSTPONED. (Received Last Night, 9.50 o'clock.) LONDON, January 25. Some newspapers announce that the ratification of the Declaration of London will be postpoiied until the Imperial Conference lias discussed the matter. , BERLIN, January 25. The Post declares that the campaign against the Declaration of London requires foreign Powers to reckon with the peril that would arise if the ratification was refused and the old privateering rights, reaffirmed. The Post adds: "The recent British naval manoeuvres showed that the sacrifice of an enemy's fleet would make it possible to almost complete the destruction of the British mercan- ' tile marine. Such a crippling of the mercantile marine would perpetually jeopardise British supremacy in the shipping trade. CANADA'S OPINIONS LONDON,. January 25. The Daily Mail's Ottawa correspondent reports that owing to the meagre despatches, tho Declaration of London has attracted very little attention. Tho general opinion is that the Dominions should not be overlooked in a matter of this kind. Sir Wilfrid Laurier, Prime Minister of Canada, has not st.udie'd the matter. Before it comes to a definite decision the Government will analyse the Declaration; The South African Agent-General, interviewed, said that the Declaration ought not to be ratified without due discussion.
