A PITY.

It is a pity that New Zealand should have to look to the Motherland for officers of its Territorial Force. It is hard to believe that there is an insufficiency of qualified men in the Dominion for the minor posts which have to be filled. Yet, the determination of the Government to send to England for a batch, of ..'.officers,.' would force one to the.' conclusion that this is so. Probably the New Zealander has not yet realised that lie has a duty to perform, and that he cannot ehirk it.
