RECRUITING MISSION. (Received Last Night, 11.20 o'clock.) PARIS, January 16. Colonel Mangin has been entrusted with a mission to Africa with a view to recruiting the Negro troops. He declares that it is possible to recruit 40,000 blacks. Two regiments could be formed in 1911, one being able to be utilised on the FrenchNigeria territory.
