MUNICIPALITIES AND COUNTIES.
A striking anomaly in the legislation affecting local government is revealed in the differentiation between municipalities and counties. In the former, the Parliamentary franchise has been introduced, whilst in the latter the old-fashioned system of plural voting is retained. The Legislature, with its penetrating intelli-; gence, may be -a We ±o discriminate between the requirements and privileges of residents'in Counties and Boroughs: The ordinary layman cannot- discover the necessity" for differ--ent treatment. It may be, however, that the Labour Unionists of the towns are entitled to votes by reason of their being Unionists, whilst farm hbourers are penalised because they not combine. This is quite "a new form of "preference for Unionists.
