INDISCREET SPEECH.
AN AMERICAN OFFICER TO BE REPRIMANDED.

NEW YORK, January 10
Commander Hims, the United States naval officer who recently made an indiscreet public utterance in London to the effect that America would be ready to shed her blood for Great Britain if the Empire were menaced, is to be reprimanded. (A fortnight ago it was announced that in consequence of the attacks made on him over the matter, the President, Mr Taft, had asked for a report of the speech, with a view to deciding if Commander Sima had transgressed the rules of the service. Commander Sims declared that in the speech he made it clear that he uttered his personal sentiments only.)
