As an outcome of a conference between the chairmen of the Canadian and American Railway Commissioners, an agreement was reached, recommending the respective Governments to create an Internationational Railroad Commission, to supervise rates between tho two countries. Increasing trans-border traffic imperatively demanded action to regulato the through rates.
