A sum of £SO was; voted by Parliament to enable i some fantastic experiments ;' to be ! carried out with 'a view: to inducing ilie clouds to unburden themselves in' the white-stone city. The experiments were to be conducted on an elaborate scaler dynamite being the chief element. But, just as the preparations were being completed, Providence iuterposed and sent along a drenching rain. / Arid now .'-the': faithless have only the aatisfaiction of knowing that the vote was made by Parliament.
