The proposal of the Special Committee of the Legislative Council, set up to report on the question of establishing a State Bahk, that a partnership should be established between the State and the shareholders of the Bank of New Zealand, or that the present shareholders should be bought out by the State, is decidedly interesting. The business-like way of dealing with the matter would be to give the shareholders the opportunity of . relieving themselves of their* liability to the State.
