A STATE BANK.
The proposal of the Special Committee of the Legislative Council, set up to report on the question of establishing a State Bahk, that a partnership should be established between the State and the shareholders of the Bank of New Zealand, or that the present shareholders should be bought out by the State, is decidedly interesting. It shows, at anyrate, the trend of public opinion. It need hardly be pointed out that a partnership between the State and ; the shareholders of the Bank of New Zealand is impracticable. Whether the State should acquire the interests of shareholders i? another question. The time has arrived when the relationship of the State to the Bank I of New Zealand should be more dear(ly defined, and placed upon a more satisfactory footing. The State cannot, for all time, act as godfather to this Bank. It is unfair that-it should do so. The business-like way of dealing with the matter would be to give the shareholders the opportunity of . relieving themselves of their* liability to the State. The alternative might be the acquisition (if the i Bank by the State.
